I believe he is still living in military housing. Yes, I also believe he’s one of the most dangerous of the enablers. But I don’t blame anyone in his family. I’m not a psychologist. My own view is that everyone is born with certain inherent patterns of character and personality; and while our environment and upbringing, including our own experiences, help to define and shape us, there is something there already that exists, a core or set of patterns with which we are born. Where this original inheritance comes from—biology? the soul?—I have no idea. But I think rather than blame we just need to deal with the consequences of what is.
I expect that the results of the midterms will not be congenial to the regime, and that there will be an effort on their part to cancel or annul those results. This will bring everything to a head. They may refuse to seat victorious Democrats in Congress, try to confiscate voting machines, and other such measures. This cannot be tolerated, unless we are willing to give up the republic.

There is a book by Richard Sennett that I read, “The Uses of Disorder,” in which he makes this observation, which may come close to an answer and is what I always think of when I ask that question. I can only paraphrase it because I think my copy is in a storage unit in Massachusetts.
At the time Sennett wrote the book he was a professor of sociology at NYU, I think. Last I heard he was teaching at Oxford University in England.
Some adolescents, finding the changes adolescence makes on their bodies and in their minds too threatening to their senses of self, start to behave like adults much older than they are as a way to escape the pain of that self doubt. In essence, they skip over the discomfort and awkwardness and achieve an adult presence that belies their age.
For instance, my dad or my brother-in-law. They acted like conservative old man Republicans before they left high school. They presented themselves as men who “knew the truth” before they had had enough experience to know anything. Your description of Stephen Miller seems to fit right into that paradigm.

Where does a person acquire this degree of hatred at such an early age ? Is it because that person looks in the mirror and sees himself as ugly ? An outlier ? Perhaps he harbors "self" hatred, and then turns it outward, blaming others to convince himself he is superior. Twisted, I know. His whole family is Jewish. They escaped from Germany and came first to Canada then later here, as I recall, to escape the Nazis and the Holocaust. It seems possible that instead of being proud of his family for surviving he was perversely ashamed of them for running away and not fighting.
That seems like an idea an adolescent could come up with, especially an adolescent like him who stopped developing after about the age of 14. And of course he would never have told anyone he had doubts or fears. Too demoralizing to his self-image. Anyway it’s a possibility. He has the deadest eyes I've ever seen, and if he had fangs he'd be the perfect vampire. (I honestly wouldn't be surprised if we found out he sleeps in a coffin.). He's also a Jewish Nazi, and that continues to blow my mind. If the Christian nationalists he thinks of as allies ever achieve control of this country, he might be unpleasantly surprised to find that his pals are shipping him and his family--along with all other Jews--to a concentration camp or deporting them altogether as subhumans. He has three young children--God knows what they will become under the influence of a father like that.
